This paper is a commentary on a project application of telemedicine to alleviate primary health care problems in Lundazi district in the Eastern province of Zambia. The project dubbed 'The Virtual Doctor Project' will use hard body vehicles fitted with satellite communication devices and modern medical equipment to deliver primary health care services to some of the neediest areas of the country. The relevance and importance of the project lies in the fact that these areas are hard-to-reach due to rugged (...) natural terrain and have very limited telecommunications infrastructure. The lack of these and other basic services makes it difficult for medical personnel to settle in these areas, which leads to an acute shortage of medical personnel. We comment on this problem and how it is addressed by 'The Virtual Doctor Project', emphasizing that while the telemedicine concept is not new in sub-Saharan Africa, the combination of mobility and connectivity to service a number of villages 'on the go' is an important variation in the shift back to the 1978 Alma Ata principles of the United Nations World Health Organization [WHO].This overview of the Virtual Doctor Project in Zambia provides insight into both the potential for ICT, and the problems and limitations that any "real-world" articulation of this technology must confront. Anthropologists have long explained social behaviour as if people always do what they think is best. But what if most of these explanations only work because they are premised upon ignoring what philosophers call 'akrasia' - that is, the possibility that people might act against their better judgment? The contributors to this volume turn an ethnographic lens upon situations in which people seem to act out of line with what they judge, desire and intend. Advances in technology are bringing greater insight into the mind, raising a host of privacy concerns. However, the basic psychological mechanisms underlying the perception of privacy violations are poorly understood. Here, we explore the relation between the perception of privacy violations and access to information related to one’s “self.” In two studies using demographically diverse samples, we find that privacy violations resulting from various monitoring technologies are mediated by the extent to which the monitoring is thought to provide access to (...) self-relevant information, and generally neuromonitoring did not rate among the more invasive monitoring types. However, brain monitoring was judged to be more of a privacy violation when described as providing access to self-relevant information than when no such access was possible, and control participants did not judge the invasiveness of neuromonitoring any differently than those told it provided no access to self-relevant information. Bayesians take “definite” or “single-case” probabilities to be basic. Definite probabilities attach to closed formulas or propositions. We write them here using small caps: PROB(P) and PROB(P/Q). Most objective probability theories begin instead with “indefinite” or “general” probabilities (sometimes called “statistical probabilities”). Indefinite probabilities attach to open formulas or propositions. We write indefinite probabilities using lower case “prob” and free variables: prob(Bx/Ax). The indefinite probability of an A being a B is not about any particular A, but rather about the (...) property of being an A. In this respect, its logical form is the same as that of relative frequencies. For instance, we might talk about the probability of a human baby being female. That probability is about human babies in general — not about individuals. If we examine a baby and determine conclusively that she is female, then the definite probability of her being female is 1, but that does not alter the indefinite probability of human babies in general being female. Most objective approaches to probability tie probabilities to relative frequencies in some way, and the resulting probabilities have the same logical form as the relative frequencies. That is, they are indefinite probabilities. The simplest theories identify indefinite probabilities with relative frequencies.3 It is often objected that such “finite frequency theories” are inadequate because our probability judgments often diverge from relative frequencies. For example, we can talk about a coin being fair (and so the indefinite probability of a flip landing heads is 0.5) even when it is flipped only once and then destroyed (in which case the relative frequency is either 1 or 0). For understanding such indefinite probabilities, it has been suggested that we need a notion of probability that talks about possible instances of properties as well as actual instances.. (shrink)

Broadening access to both computational and educational resources is crit- ical to diffusing machine learning (ML) innovation. However, today, most ML resources and experts are siloed in a few countries and organizations. In this article, we describe our pedagogical approach to increasing access to applied ML through a massive open online course (MOOC) on Tiny Machine Learning (TinyML). We suggest that TinyML, applied ML on resource-constrained embedded devices, is an attractive means to widen access because TinyML leverages low-cost and globally (...) accessible hardware and encourages the development of complete, self-contained applications, from data collection to deployment. To this end, a collaboration between academia and industry produced a four part MOOC that provides application-oriented instruction on how to develop solutions using TinyML. The series is openly available on the edX MOOC platform, has no prerequisites beyond basic programming, and is designed for global learners from a variety of backgrounds. It introduces real-world applications, ML algorithms, data-set engineering, and the ethi- cal considerations of these technologies through hands-on programming and deployment of TinyML applications in both the cloud and on their own microcontrollers. To facili- tate continued learning, community building, and collaboration beyond the courses, we launched a standalone website, a forum, a chat, and an optional course-project com- petition. We also open-sourced the course materials, hoping they will inspire the next generation of ML practitioners and educators and further broaden access to cutting-edge ML technologies. (shrink)

b>. Computational models of colour vision assume that the biological function of colour vision is to detect surface reflectance. Some philosophers invoke these models as a basis for 'externalism' about perceptual content (content is distal) and 'objectivism' about colour (colour is surface reflectance). In an earlier article (Thompson et al. 1992), I criticized the 'computational objectivist' position on the basis of comparative colour vision: There are fundmental differences among the colour vision of animals and these differences do not converge on (...) the detection of any single type of environmental property. David R. Hilbert (1992) has recently defended computational objectivism against my 'comparative argument;' his arguments are based on the externalist approach to perceptual content originally developed by Mohan Matthen (1988) and on the computationally inspired theory of the evolutionary basis for trichromacy developed by Roger N. Shepard (1990). The present article provides a reply to Hilbert with extensive criticism of both Matthen's and Shepard's theories. I argue that the biological function of colour vision is not to detect surface reflectance, but to provide a set of perceptual categories that can apply to objects in a stable way in a variety of conditions. Comparative research indicates that both the perceptual categories and the distal stimuli will differ according to the animal and its visual ecology; therefore externalism and objectivism must be rejected. This essay explores the connection between theories of the self and theories of self-knowledge, arguing (a) that empirical results strongly support a certain negative thesis about the self, a thesis about what the self isn’t, and (b) that a more promising account of the self makes available unorthodox – but likely apt – ways of characterizing self-knowledge. Regarding (a), I argue that the human self does not appear at a personal level the autonomous (or quasi-autonomous) status of which might provide (...) a natural home for a self that can be investigated reliably from the first-person perspective, independent of the empirical sciences. Regarding (b), I contend that the most promising alternative view of the self is revisionary: the self is to be identified with the cognitive system as a whole, the relatively integrated collection of mechanisms that produces intelligent behavior (Rupert 2009, 2010, 2019). The cognitive system teems with reliable, though not necessarily perfect, indicators (cf. Dretske 1988) of its own properties or of the properties of its proper parts, many of which are available for detection by, or the control of, further processes, such as motor control. I argue that indicating states should be treated as potential vehicles of self-knowledge, regardless of whether they are truth-evaluable states, such as beliefs. The investigation of self and self-knowledge frames discussion of a final topic, of some gravity: the way in which self-knowledge might contribute to self-improvement. In this regard, I emphasize the efficacy of certain forms of alignment between, on the one hand, elements of the cognitive system corresponding to a more commonsense-based conception of the self and, on the other hand, processes associated with what is frequently referred to as ‘implicit’ cognitive processing (Evans and Frankish 2009). I supply an argument for Evans's principle that whatever justifies me in believing that p also justifies me in believing that I believe that p. I show how this principle helps explain how I come to know my own beliefs in a way that normally makes me the best authority on them. Then I show how the principle helps to solve Moore's paradoxes.

We show that there is a limit lemma for enumeration reducibility to 0 e ', analogous to the Shoenfield Limit Lemma in the Turing degrees, which relativises for total enumeration degrees. Using this and `good approximations' we prove a jump inversion result: for any set W with a good approximation and any set X< e W such that W≤ e X' there is a set A such that X≤ e A< e W and A'=W'. The aim of this paper is to develop an adequate version of the D-N theory of explanation for particular events and to show how the resulting D-N model can be used as a tool in articulating a regularity theory of causation and an analysis of the truth conditions for counterfactual conditionals. Starting with a basic model that is largely the product of other workers in this field, two new restrictions are formulated in order to construct a version of D-N explanation (...) that does not yield the counterintuitive results that have plagued all earlier versions. An additional condition is then developed that is indispensable for utilizing the D-N model as a tool in formulating a regularity theory of causation. Finally, it is shown how a suitable model of potential D-N explanation facilitates the formulation of a theory of counterfactual conditionals. (shrink)

Cognitive abilities have been invoked to do much work in externalist epistemology. An ability condition (sometimes in conjunction with a separate, anti-luck condition) is seen to be key in satisfying direction-of-fit and modal stability intuitions which attach to the accrual of positive epistemic status to doxastic attitudes. While the notion of ability has been given some extensive treatment in the literature (especially John Greco, Alan Millar and Ernest Sosa), the implications for these abilities being particularly cognitive ones has been given (...) less attention. To rectify this oversight, I examine the debate over the nature of cognition from philosophy of cognitive science, paying particular attention to the debate between defenders of internalist theories (Fred Adams, Kenneth Aizawa and Rob Rupert) and externalist theories (so-called “extended mind” positions). Armed with substantive accounts of cognition, I argue that the epistemological externalist’s obligation to repudiate epistemological internalism forces her to adopt some sort of externalist account of cognition. We call an $\alpha \in \mathbb {R}$ regainingly approximable if there exists a computable nondecreasing sequence $(a_n)_n$ of rational numbers converging to $\alpha $ with $\alpha - a_n n}$ for infinitely many n. Similarly, there exist regainingly approximable sets whose initial segment complexity infinitely often reaches the maximum possible for c.e. sets. Finally, there is a uniform algorithm splitting regular real numbers into two regainingly approximable numbers that are still regular.

In (2004) I gave an argument for Evans’s principle -/- Whatever justifies me in believing that p also justifies me in believing that I believe that p -/- Hamid Vahid (2005) raises two objections against this argument. I show that the first is harmless and that the second is a non sequitur.

In an age where digital images are omnipresent, the use of participant photography in qualitative research has become accessible and commonplace. Yet, scant attention is paid to the social justice impact of photovoice amongst studies that have used this innovative method as a way to promote social justice. There is a need to review this method to understand its contributions and possibilities. This literature review of photovoice research studies (i) explores whether authors implicitly or explicitly related the methodologies to their (...) aims of promoting social justice (methodology–method fit) and (ii) outlines the social justice research impact of photovoice findings using the framework of social justice awareness, amelioration and transformation. PubMed, Scopus, PsycINFO and Web of Science databases were searched from the years 2008–13 using the following keywords: photovoice; photonovella; photovoice and social justice; and photovoice and participatory action research. Of the 30 research studies reviewed, only thirteen identified an underlying methodology guiding the photovoice method. The social justice impacts emphasized were more related to social justice awareness (n = 30) than amelioration (n = 11) or transformation (n = 3). Future researchers using photovoice as a way to promote social justice are encouraged to assess and plan for the social justice impact desired. (shrink)

Patients with apraxia perform poorly when demonstrating how an object is used, particularly when pantomiming the action. However, these patients are able to accurately identify, and to pick up and move objects, demonstrating intact ventral and dorsal stream visuomotor processing. Appropriate object manipulation for skilled use is thought to rely on integration of known and visible object properties associated with ‘ventro-dorsal’ stream neural processes. In apraxia, it has been suggested that stored object knowledge from the ventral stream may be less (...) readily available to incorporate into the action plan, leading to an over-reliance on the objects’ visual affordances in object-directed motor behaviour. The current study examined grasping performance in left hemisphere stroke patients with (N = 3) and without (N = 9) apraxia, and in age-matched healthy control participants (N = 14), where participants repeatedly grasped novel cylindrical objects of varying weight distribution. Across two conditions, object weight distribution was indicated by either a memory-associated cue (object colour) or visual-spatial cue (visible dot over the weighted end). Participants were required to incorporate object-weight associations to effectively grasp and balance each object. Control groups appropriately adjusted their grasp according to each object’s weight distribution across each condition, whereas throughout the task two of the three apraxic patients performed poorly on both the memory-associated and visual-spatial cue conditions. A third apraxic patient seemed to compensate for these difficulties but still performed differently to control groups. Patients with apraxia performed normally on the neutral control condition when grasping the evenly weighted version. The pattern of behaviour in apraxic patients suggests impaired integration of visible and known object properties attributed to the ventro-dorsal stream: in learning to grasp the weighted object accurately, apraxic patients applied neither pure knowledge-based information (the memory-associated condition) nor higher-level information given in the visual-spatial cue condition. Disruption to ventro-dorsal stream predicts that apraxic patients will have difficulty learning to manipulate new objects on the basis of information other than low-level visual cues such as shape and size.
